The role of each Crown entity board is determined by legislation which specifies the Crown’s interest as owner or funder and states the entities’ purposes, functions and details about the membership of the board.
Appointments to Crown entity boards are made under the Crown Entities Act 2004 and each entity’s own legislation which state any specific requirements.
Appointments to the boards of statutory bodies are made in accordance with their relevant legislation or establishment document.
The Ministry assists responsible Ministers in identifying candidates who have the required skills and experiences for a board role. As well as meeting key competencies that apply to their position, board members must have an appreciation of the Crown’s role as the key stakeholder.
Appointments are made by the responsible Minister, or the Governor-General on the recommendation of the responsible Minister.

Diversity of board members
The Government has an expectation that Crown entity boards are representative of the diversity and demographic make-up of New Zealand, including gender, ethnicity, age and geographic location.

If you have the relevant skills and experience and are interested in serving on a board, the Ministry recommends that you register with any of the following nominating and specialist agencies:

As Ministers seek nominations from a range of sources, a nomination may not necessarily result in the appointment of any particular person.
Note - It is a general Cabinet policy that public servants are not appointed to statutory boards and other public bodies in which the Crown has an interest, however appointments of public servants may be made under special circumstances.
